Ngo\u00e0i ra, s\u1ef1 \u0111\u1ed9c quy\u1ec1n, h\u1ea1n ch\u1ebf c\u1ea1nh tranh c\u00f2n th\u1ec3 hi\u1ec7n \u1edf quy \u0111\u1ecbnh, DN ph\u1ea3i \u0111\u0103ng k\u00fd h\u1ee3p \u0111\u1ed3ng XK t\u1ea1i Hi\u1ec7p h\u1ed9i L\u01b0\u01a1ng th\u1ef1c Vi\u1ec7t Nam (VFA). V\u1edbi quy \u0111\u1ecbnh n\u00e0y, \u00f4ng \u0110\u1eb7ng Quang Vinh, thu\u1ed9c Vi\u1ec7n Nghi\u00ean c\u1ee9u Qu\u1ea3n l\u00fd kinh t\u1ebf Trung \u01b0\u01a1ng (CIEM) nh\u1eadn x\u00e9t: \u201cQuy \u0111\u1ecbnh ph\u00e1p lu\u1eadt n\u00e0y \u0111\u00e3 t\u1ea1o ra m\u1ed9t c\u1ea5u tr\u00fac th\u1ecb tr\u01b0\u1eddng, m\u1ed9t m\u00f4i tr\u01b0\u1eddng kinh doanh kh\u00f4ng b\u00ecnh \u0111\u1eb3ng. Ngo\u00e0i chuy\u1ec7n t\u1ea1o ra r\u00e0o c\u1ea3n cho DN nh\u1ecf tham gia th\u1ecb tr\u01b0\u1eddng, c\u00f2n t\u1ea1o ra s\u1ef1 b\u1ea5t b\u00ecnh \u0111\u1eb3ng gi\u1eefa c\u00e1c DN l\u1edbn v\u1edbi nhau\u201d. \u00d4ng Vinh ph\u00e2n t\u00edch, DN kh\u00f3 kh\u0103n \u0111i ki\u1ebfm h\u1ee3p \u0111\u1ed3ng sau \u0111\u00f3 l\u1ea1i ph\u1ea3i khai b\u00e1o (s\u1ed1 l\u01b0\u1ee3ng, gi\u00e1 c\u1ea3, th\u1eddi gian xu\u1ea5t) v\u1edbi VFA nh\u01b0ng l\u00e3nh \u0111\u1ea1o cao nh\u1ea5t c\u1ee7a VFA kh\u00f4ng ph\u1ea3i ai kh\u00e1c ch\u00ednh l\u00e0 T\u1ed5ng c\u00f4ng ty L\u01b0\u01a1ng th\u1ef1c mi\u1ec1n Nam v\u00e0 T\u1ed5ng c\u00f4ng ty L\u01b0\u01a1ng th\u1ef1c mi\u1ec1n B\u1eafc- \u0111\u1ed1i th\u1ee7 c\u1ee7a ch\u00ednh DN ph\u1ea3i khai b\u00e1o.
