NHNN d\u1eabn kho\u1ea3n 2 \u0110i\u1ec1u 2 Th\u00f4ng t\u01b0 11\/2013\/TT-NHNN, trong \u0111\u00f3 \u00a0quy \u0111\u1ecbnh: NHNN th\u1ef1c hi\u1ec7n t\u00e1i c\u1ea5p v\u1ed1n \u0111\u1ec3 h\u1ed7 tr\u1ee3 cho c\u00e1c ng\u00e2n h\u00e0ng cho vay h\u1ed7 tr\u1ee3 nh\u00e0 \u1edf theo quy \u0111\u1ecbnh t\u1ea1i Th\u00f4ng t\u01b0 n\u00e0y. Vi\u1ec7c gi\u1ea3i ng\u00e2n cho vay h\u1ed7 tr\u1ee3 nh\u00e0 \u1edf c\u1ee7a ng\u00e2n h\u00e0ng \u0111\u1ed1i v\u1edbi kh\u00e1ch h\u00e0ng t\u1eeb ngu\u1ed3n t\u00e1i c\u1ea5p v\u1ed1n c\u1ee7a NHNN k\u1ebft th\u00fac khi NHNN gi\u1ea3i ng\u00e2n h\u1ebft s\u1ed1 ti\u1ec1n t\u00e1i c\u1ea5p v\u1ed1n nh\u01b0ng t\u1ed1i \u0111a l\u00e0 36 th\u00e1ng k\u1ec3 t\u1eeb ng\u00e0y Th\u00f4ng t\u01b0 n\u00e0y c\u00f3 hi\u1ec7u l\u1ef1c.<\/p>\n

Theo \u0111\u00f3, NHNN s\u1ebd d\u1eebng t\u00e1i c\u1ea5p v\u1ed1n khi gi\u1ea3i ng\u00e2n h\u1ebft s\u1ed1 ti\u1ec1n (kho\u1ea3ng 30.000 t\u1ef7 \u0111\u1ed3ng) nh\u01b0ng t\u1ed1i \u0111a l\u00e0 36 th\u00e1ng k\u1ec3 t\u1eeb ng\u00e0y Th\u00f4ng t\u01b0 n\u00e0y c\u00f3 hi\u1ec7u l\u1ef1c (01\/06\/2013).<\/p>\n

NHNN c\u0169ng kh\u1eb3ng \u0111\u1ecbnh, trong qu\u00e1 tr\u00ecnh tri\u1ec3n khai, NHNN \u0111\u00e3 \u0111\u1ea9y m\u1ea1nh c\u00f4ng t\u00e1c truy\u1ec1n th\u00f4ng v\u1ec1 Ch\u01b0\u01a1ng tr\u00ecnh g\u00f3i t\u00edn d\u1ee5ng 30.000 t\u1ef7 \u0111\u1ed3ng \u0111\u1ec3 DN, ng\u01b0\u1eddi d\u00e2n hi\u1ec3u r\u00f5 v\u1ec1 c\u00e1c quy \u0111\u1ecbnh c\u1ee7a Ch\u01b0\u01a1ng tr\u00ecnh, trong \u0111\u00f3 c\u00f3 n\u1ed9i dung v\u1ec1 th\u1eddi h\u1ea1n k\u1ebft th\u00fac gi\u1ea3i ng\u00e2n t\u00e1i c\u1ea5p v\u1ed1n cho vay, th\u1eddi h\u1ea1n \u00e1p d\u1ee5ng m\u1ee9c l\u00e3i su\u1ea5t cho vay \u01b0u \u0111\u00e3i.<\/p>\n

\u201cNh\u01b0 v\u1eady ngay t\u1eeb \u0111\u1ea7u Ch\u01b0\u01a1ng tr\u00ecnh \u00a0NHNN \u0111\u00e3 quy \u0111\u1ecbnh r\u1ea5t r\u00f5 v\u1ec1 th\u1eddi h\u1ea1n k\u1ebft th\u00fac gi\u1ea3i ng\u00e2n t\u00e1i c\u1ea5p v\u1ed1n cho vay h\u1ed7 tr\u1ee3 nh\u00e0 \u1edf, l\u00e3i su\u1ea5t vay \u01b0u \u0111\u00e3i c\u0169ng nh\u01b0 trong qu\u00e1 tr\u00ecnh th\u1ef1c hi\u1ec7n NHNN \u0111\u00e3 li\u00ean t\u1ee5c \u0111\u0103ng t\u1ea3i quy \u0111\u1ecbnh, h\u01b0\u1edbng d\u1eabn c\u1ee5 th\u1ec3 v\u1ec1 n\u1ed9i dung n\u00e0y tr\u00ean ph\u01b0\u01a1ng ti\u1ec7n th\u00f4ng tin \u0111\u1ea1i ch\u00fang, cung c\u1ea5p \u00a0th\u00f4ng tin \u0111\u1ec3 DN, ng\u01b0\u1eddi d\u00e2n \u0111\u01b0\u1ee3c bi\u1ebft…\u201d – V\u0103n b\u1ea3n c\u1ee7a NHNN kh\u1eb3ng \u0111\u1ecbnh.<\/p>\n

V\u1ec1 th\u00f4ng tin cho r\u1eb1ng m\u1ed9t s\u1ed1 kh\u00e1ch h\u00e0ng vay v\u1ed1n m\u1eb7c d\u00f9 \u0111\u00e3 k\u00fd h\u1ee3p \u0111\u1ed3ng t\u00edn d\u1ee5ng nh\u01b0ng kh\u00f4ng hi\u1ec3u r\u00f5 n\u1ed9i dung v\u1ec1 th\u1eddi h\u1ea1n \u00e1p d\u1ee5ng l\u00e3i su\u1ea5t vay \u01b0u \u0111\u00e3i, NHNN cho bi\u1ebft, tr\u00ean c\u01a1 s\u1edf quy \u0111\u1ecbnh c\u1ee7a NHNN t\u1ea1i Th\u00f4ng t\u01b0 11\/2013\/TT-NHNN v\u00e0 Th\u00f4ng t\u01b0 32\/2015\/TT-NHNN, c\u00e1c ng\u00e2n h\u00e0ng tham gia Ch\u01b0\u01a1ng tr\u00ecnh c\u00f3 tr\u00e1ch nhi\u1ec7m ban h\u00e0nh v\u0103n b\u1ea3n h\u01b0\u1edbng d\u1eabn, th\u1ef1c hi\u1ec7n vi\u1ec7c th\u1ea9m \u0111\u1ecbnh, quy\u1ebft \u0111\u1ecbnh cho vay \u0111\u1ed1i v\u1edbi kh\u00e1ch h\u00e0ng v\u00e0 ch\u1ecbu tr\u00e1ch nhi\u1ec7m v\u1ec1 quy\u1ebft \u0111\u1ecbnh c\u1ee7a m\u00ecnh.<\/p>\n
