S\u1ed1 ti\u1ec1n b\u1ecb phong t\u1ecfa tr\u00ean t\u00e0i kho\u1ea3n thanh to\u00e1n kh\u00f4ng v\u01b0\u1ee3t qu\u00e1 s\u1ed1 ti\u1ec1n b\u1ecb nh\u1ea7m l\u1eabn, sai s\u00f3t.<\/p>\n<p>Theo l\u00fd gi\u1ea3i t\u1eeb NHNN, quy \u0111\u1ecbnh n\u00e0y nh\u1eb1m b\u1ea3o v\u1ec7 v\u00e0 gi\u00fap kh\u00e1ch h\u00e0ng l\u1ea5y l\u1ea1i \u0111\u01b0\u1ee3c t\u00e0i s\u1ea3n \u0111\u00e3 chuy\u1ec3n nh\u1ea7m cho ng\u01b0\u1eddi kh\u00e1c. Song hi\u1ec7n nay, r\u1ea5t nhi\u1ec1u c\u00e1c ch\u1ee7 t\u00e0i kho\u1ea3n ghi \u201cC\u00f3 b\u1ecb chuy\u1ec3n nh\u1ea7m\u201d l\u1ea1i \u0111ang tr\u1edf th\u00e0nh \u201cn\u1ea1n nh\u00e2n\u201d.<\/p>\n<p>Ch\u1ecb C.
