Tuy nhi\u00ean, c\u00e2u chuy\u1ec7n gian l\u1eadn thu\u1ebf, ph\u00ed t\u1ea1i c\u00e1c tr\u1ea1m BOT kh\u00f4ng ph\u1ea3i b\u00e2y gi\u1edd m\u1edbi n\u00f3ng.<\/p>\n<p>C\u00e1ch \u0111\u00e2y 2 n\u0103m, t\u1ea1i tr\u1ea1m thu ph\u00ed cao t\u1ed1c Ph\u00e1p V\u00e2n &#8211; C\u1ea7u Gi\u1ebd, \u0111o\u00e0n ki\u1ec3m tra c\u1ee7a T\u1ed5ng c\u1ee5c \u0110\u01b0\u1eddng b\u1ed9 Vi\u1ec7t Nam \u0111\u00e3 gi\u00e1m s\u00e1t \u0111\u1ed9t xu\u1ea5t c\u00f4ng t\u00e1c thu ph\u00ed t\u1ea1i c\u00e1c tr\u1ea1m thu ph\u00ed \u0111\u01b0\u1eddng b\u1ed9 tr\u00ean tuy\u1ebfn \u0111\u01b0\u1eddng Ph\u00e1p V\u00e2n \u2013 C\u1ea7u Gi\u1ebd do C\u00f4ng ty CP Ph\u00e1p V\u00e2n \u2013 C\u1ea7u Gi\u1ebd khai th\u00e1c v\u00e0 qu\u1ea3n l\u00fd. Qua ki\u1ec3m tra cho th\u1ea5y, m\u1ee9c doanh thu c\u1ee7a tuy\u1ebfn cao t\u1ed1c n\u00e0y \u0111\u1ea1t trung b\u00ecnh h\u01a1n 1,9 t\u1ef7 \u0111\u1ed3ng\/ng\u00e0y, cao h\u01a1n kho\u1ea3ng 500 tri\u1ec7u \u0111\u1ed3ng so v\u1edbi b\u00e1o c\u00e1o c\u1ee7a c\u00f4ng ty.<\/p>\n<p><em>Theo Lu\u1eadt s\u01b0 Tr\u01b0\u01a1ng Thanh \u0110\u1ee9c, nguy\u00ean nh\u00e2n d\u1eabn \u0111\u1ebfn vi\u1ec7c th\u1ea5t thu thu\u1ebf, ph\u00ed t\u1eeb BOT c\u00f3 tr\u00e1ch nhi\u1ec7m t\u1eeb c\u01a1 quan qu\u1ea3n l\u00fd Nh\u00e0 n\u01b0\u1edbc. Vi\u1ec7c c\u00e1c ch\u1ee7 \u0111\u1ea7u t\u01b0 c\u00f3 th\u1ec3 che gi\u1ea5u doanh s\u1ed1 thu ph\u00ed h\u00e0ng tr\u0103m, th\u1eadm ch\u00ed h\u00e0ng ngh\u00ecn t\u1ef7 \u0111\u1ed3ng, theo \u0111\u00f3 tr\u1ed1n thu\u1ebf cho th\u1ea5y d\u00f9 \u00e1p d\u1ee5ng CNTT hay ph\u01b0\u01a1ng ph\u00e1p th\u1ee7 c\u00f4ng, n\u1ebfu c\u00f3 s\u1ef1 th\u00f4ng \u0111\u1ed3ng th\u00ec kh\u00f4ng vi\u1ec7c g\u00ec l\u00e0 kh\u00f4ng th\u1ec3. Trong khi doanh thu v\u1eabn b\u1ecb khai kh\u1ed1ng h\u00e0ng ng\u00e0y, ng\u00e2n s\u00e1ch v\u1eabn th\u1ea5t thu t\u1eeb BOT th\u00ec tuy\u1ec7t nhi\u00ean kh\u00f4ng xu\u1ea5t hi\u1ec7n b\u00f3ng d\u00e1ng c\u1ee7a b\u1ea5t k\u1ef3 c\u01a1 quan trung gian n\u00e0o trong vai tr\u00f2 gi\u00e1m s\u00e1t. C\u0169ng theo \u00f4ng \u0110\u1ee9c, \u0111\u00e1ng l\u1ebd, c\u00e1c c\u01a1 quan qu\u1ea3n l\u00fd Nh\u00e0 n\u01b0\u1edbc ph\u1ea3i l\u00e0 \u0111\u01a1n v\u1ecb qu\u1ea3n l\u00fd, gi\u00e1m s\u00e1t s\u1ed1 doanh thu t\u1ea1i c\u00e1c tr\u1ea1m thu ph\u00ed tr\u00ean tuy\u1ebfn cao t\u1ed1c \u0111\u1ea7u t\u01b0 theo h\u00ecnh th\u1ee9c BOT. \u1ede m\u1ed9t s\u1ed1 l\u0129nh v\u1ef1c, nh\u00e0 \u0111\u1ea7u t\u01b0 b\u1ecf ra m\u1ed9t kho\u1ea3n chi ph\u00ed nh\u1eb1m t\u1ea1o ra th\u00e0nh ph\u1ea9m, sau khi \u0111\u1ea1t \u0111\u01b0\u1ee3c m\u1ed9t m\u1ee9c doanh thu, h\u1ecd m\u1edbi ph\u1ea3i n\u1ed9p thu\u1ebf t\u00ednh tr\u00ean s\u1ed1 ti\u1ec1n ch\u00eanh l\u1ec7ch. \u201cC\u00f2n \u0111\u1ed1i v\u1edbi h\u00ecnh th\u1ee9c BOT, h\u1ecd t\u01b0 l\u1ee3i ngay tr\u00ean s\u1ed1 ti\u1ec1n thu ph\u00ed tr\u1ef1c ti\u1ebfp t\u1eeb ng\u01b0\u1eddi d\u00e2n, n\u1ebfu \u0111\u1ec3 t\u00ecnh tr\u1ea1ng n\u00e0y k\u00e9o d\u00e0i t\u1eeb 5 &#8211; 7 n\u0103m, ch\u00fang ta m\u1edbi ph\u00e1t hi\u1ec7n ra l\u00e0 kh\u00f4ng \u1ed5n\u201d &#8211; \u0111\u1ea1i di\u1ec7n c\u00f4ng ty Lu\u1eadt ANVI nh\u1ea5n m\u1ea1nh.<\/em><\/p>\n<p><em>Nh\u01b0 v\u1eady, c\u00f3 th\u1ec3 th\u1ea5y, v\u1eabn c\u00f2n nh\u1eefng l\u1ed7 h\u1ed5ng \u0111ang t\u1ed3n t\u1ea1i trong h\u1ec7 th\u1ed1ng v\u00e0 kh\u00e2u thi h\u00e0nh ch\u00ednh s\u00e1ch. \u00d4ng \u0110\u1ee9c \u0111\u01a1n c\u1eed, d\u1ef1 \u00e1n c\u00f3 t\u1ed5ng m\u1ee9c \u0111\u1ea7u t\u01b0 l\u00e0 1.000 t\u1ef7 \u0111\u1ed3ng, nh\u01b0ng ch\u1ee7 \u0111\u1ea7u t\u01b0 r\u1ea5t d\u1ec5 d\u00e0ng khai kh\u1ed1ng l\u00ean 2.000 t\u1ef7 \u0111\u1ed3ng, c\u01a1 quan qu\u1ea3n l\u00fd Nh\u00e0 n\u01b0\u1edbc c\u0169ng d\u1ec5 d\u00e0ng b\u1ecf qua v\u00ec chi ph\u00ed \u0111\u1ea7u t\u01b0 kh\u00f4ng xu\u1ea5t ph\u00e1t t\u1eeb ng\u00e2n s\u00e1ch Nh\u00e0 n\u01b0\u1edbc. Ph\u1ea7n l\u1edbn l\u00e0 c\u00e2u chuy\u1ec7n gi\u1eefa ch\u1ee7 \u0111\u1ea7u t\u01b0 d\u1ef1 \u00e1n v\u00e0 b\u00ean cho vay v\u1ed1n n\u00ean h\u1ecd ho\u00e0n to\u00e0n c\u00f3 th\u1ec3 b\u1eaft tay nhau.
